Important Beach Construction Notice: From late May 2025 through late July 2025, the City of Norfolk will conduct a sand replacement project on Toler Place and Willoughby Beach (11th View St to the terminal groin). Work occurs Monday-Friday, 7:00 AM to 5:00 PM. During these hours, please use the beach from 11th Bay and down; the impacted section reopens on evenings and weekends.
