Vacation Rental Rules and Policies
The City strictly enforces regulations related to parking, noise, and occupancy for licensed vacation rentals. A 24/7 Neighborhood Disturbance Hotline is available to support enforcement of the Good Neighbor Policy, which is posted inside the home and available on the City’s website. Tenants are responsible for any fines, penalties, or violations that occur during their stay. This includes liability for lost rental income resulting from the suspension or revocation of the property’s City Lodging Permit. Thank you for being a respectful guest.
Occupancy
Maximum overnight occupancy is 8 guests (after 9:00 PM). Maximum daytime occupancy is 8 guests, unless otherwise approved in writing by management.
General Rules
Primary guest must be at least 25 years old to book
Same-day reservations may have a 5:00 PM check-in
No smoking, vaping, or marijuana use - $500 fine
No parties or unauthorized gatherings
Keep patio noise to a minimum after 10:00 PM
Children under 18 must be supervised at all times
Follow the posted trash schedule
ID Verification
All guests are required to provide a valid government-issued ID. Verification is completed through our secure third-party system to confirm guest identity and age. Guests may also email or present their ID in person at our Costa Mesa office during business hours. Failure to complete ID verification may result in delays or cancellation without refund.
Reservation Requirements
The reservation holder/primary guest must be at least 25 years old and present not only at check-in but throughout the duration of the reservation. Property Management reserves the right to verify your ID during your reservation dates at any time. If the primary guest cannot be verified, is absent, or if law enforcement or management responds to a disturbance and the primary guest is not present, the reservation may be terminated without refund. Any exceptions require written approval from Tower 17 Properties.
Enforcement
Guests are responsible for all fines, including violations of Municipal Codes 5.95.020 and 5.95.050(A). Immediate eviction and $1,000 fine is assessed if Police, Management, or city compliance officers are dispatched and a violation is confirmed Including noise complaints, unauthorized parking, or any violation of house rules, Guests will also be held liable for any lost rental revenue resulting from permit suspension or revocation.
Same-Day Bookings
Guests booking on the day of arrival must contact Tower 17 Properties before submitting a reservation request. Same-day check-ins may be delayed until 5:00 PM to allow for proper cleaning and inspection.
Check-In & Check-Out Policy
Guests who arrive before or depart after the scheduled times without prior written approval will incur a $299 fee plus tax. Departures after 1:00 PM will be charged an additional night at the advertised rate. If an unauthorized late departure delays the next guest’s arrival, the departing guest may be liable for additional fines or reimbursement
Noise Policy
Quiet hours are from 9:00 PM to 7:00 AM, in accordance with City Code 10.26.015. Amplified music is not allowed at any time. Music must not be audible beyond the property lines, even when played inside the home
Parking
Parking is strictly enforced and not permitted in alleyways or in other units' garage stalls. Parking violations may result in fines up to $1,000 and city-issued citations.
Lost and Found / Shipping and receiving
Any recovered belongings will be stored for up to 30 days before being discarded or donated. Guests are responsible for all shipping and handling costs to have items returned, and perishable or low-value items may be disposed of immediately. The property and management are not liable for any lost, missing, or damaged items left in or around the home.
